This is a not a place where most girls think to shop since bridal stores are not usually in malls, but are often stand alone shops. Resort Wear
Resort wear stores carry clothing meant for going on a cruise or tropical vacation – such as sarongs, bathing suits, and cover-ups – but they also carry short and long summer dresses that can be formal enough for a prom and typically are not that expensive. Embellish a Plain Dress
Design a prom dress. Not necessarily the whole dress but take a plain dress and then add embellishments such as sequins, pearl trim, or a satin bow in a different color around the waist. Instead of a dress, take two separate pieces and put them together to look like a dress. Find a sequin, satin or lace top or bustier and wear it with a tulle skirt. Tulip and bubble skirts are also very dressy when paired with the right top.

Not many girls would think to show up in a leather or crochet dress, so either would be a safe choice and both fabrics can make a beautiful formal dress.
